Description
I want to use and tags inside a table cell. I want them to behave like they do in HTML, i.e. be able to set padding and margins to the tage so that they space nicely, and allow to have bullet points. Can you provide some examples?

Have a look in the example-multicell-1-overview.php example.
A paragraph example from there, generates the pdf(see screenshot).

I would not try to replicate the p/ul/li functionality from html, as the tag based multicell works differently.
